Job Overview

Responsible for all facility operation and maintenance activities, including utility systems, environmental compliance, chemical management, wastewater treatment operation, facility project support, contractor management and facility team supervision. Ensure safe, compliant, reliable and cost-effective operation of manufacturing support systems to meet TE, local regulatory and customer requirements.

Job Requirements

Facility Operation & Maintenance / 厂务运行与维护

负责配电系统、压缩空气系统、供水系统、空调与洁净室系统、消防系统、BMS、给排水及建筑设施的日常运行、预防性维护和故障处理。

确保厂务系统安全、稳定、可靠运行，支持生产持续运行，避免非计划停机。

建立并维护关键厂务系统的PM计划、SOP、点检表及维护记录。

主导厂务重复性问题的根因分析及纠正预防措施。

Chemical Management / 化学品管理

配合EHS团队管理化学品导入、储存、标签、SDS、库存、使用控制及处置协调。

定期开展化学品储存区域检查，并支持化学品风险评估、应急预案及泄漏控制工作。

确保承包商在进厂前及现场作业过程中符合工厂化学品管理要求。

维护化学品管理所需记录，并支持内部及外部EHS审核。

Wastewater & Environmental System Management / 废水及环保系统管理

负责废水处理系统运行、维护及异常问题升级处理，确保废水稳定达标排放。

协调废水取样、第三方检测、排放监测及相关环保报告。

支持废水减量、节水、节能及可持续发展相关环保改善项目。

在需要厂务技术支持时，配合EHS、合格环保供应商及政府相关方沟通。

Hazardous Waste Management / 危废管理

支持危废收集、分类、暂存、标签管理及向有资质处置供应商交接。

与EHS共同维护危废暂存区域检查记录、处置文件及相关合规记录。

推动危废储存或处理相关发现项的纠正措施关闭。

Project Management / 项目管理

支持厂房扩建、改造、产线接入、新设备公用工程连接及洁净室相关项目。

控制项目进度、预算、安全、质量及文件交付，满足内部客户要求。

审核厂务项目图纸、布局、公用工程能力、安全要求及移交文件。

Vendor & Contractor Management / 供应商与承包商管理

Pre-qualify, select, manage and evaluate facility service providers, project contractors and environmental service vendors.

预审、选择、管理和评估厂务服务供应商、项目承包商及环保服务供应商。

Monitor contractor safety behavior, service quality, project quality and response performance.

监督承包商安全行为、服务质量、项目质量及响应表现。

Drive cost optimization, supplier consolidation and IFM-related improvement opportunities when applicable.

在适用情况下推动成本优化、供应商整合及IFM相关改善机会。

Documentation & Government Compliance / 文件与政府合规

Maintain and update facility drawings, including electrical, CDA, water, wastewater, HVAC and cleanroom related drawings.

维护并更新厂务图纸，包括电气、压缩空气、供水、废水、空调及洁净室相关图纸。

Ensure facility permits, licenses, certificates and legal documents are controlled and renewed on time according to local requirements.

Support government inspections, customer audits and internal compliance reviews by preparing facility-related records.

通过准备厂务相关记录，支持政府检查、客户审核及内部合规审查。

Facility Technician Management / 厂务技术员管理

Manage facility technician daily work assignment, attendance, shift schedule, training and performance follow-up.

管理厂务技术员日常工作安排、出勤、排班、培训及绩效跟进。

Coach and develop facility technicians, build capability matrix and maintain a practical career development plan.

辅导和发展厂务技术员，建立能力矩阵并维护实际可行的职业发展计划。

Ensure timely communication, work reporting and escalation within the facility team.

确保厂务团队内部及时沟通、工作汇报及问题升级。

What your background should look like

Education / 教育背景

Bachelor’s degree or above in Electrical Engineering, Mechanical Engineering, Environmental Engineering, Chemical Engineering, HVAC Engineering or related facility engineering discipline is preferred.

本科及以上学历，电气工程、机械工程、环境工程、化学工程、暖通工程或厂务工程相关专业优先。

Experience / 工作经验

More than 5 years related facility engineering experience in medical device, pharmaceutical, electronics or manufacturing industry; people management experience is preferred.

5年以上医疗器械、制药、电子或制造业厂务工程相关经验；具备人员管理经验者优先。

Practical experience in facility operation, preventive maintenance, utility system troubleshooting and project execution.

具备厂务运行、预防性维护、公用工程系统故障处理及项目执行经验。

Hands-on experience with chemical management, wastewater treatment system operation, hazardous waste management, environmental compliance and government audit support is required or strongly preferred.

必须具备或强烈优先考虑具备化学品管理、废水处理系统运行、危废管理、环保合规及政府检查支持的实际经验。

Technical Knowledge / 技术知识

Knowledge of building systems, HVAC/cleanroom, electrical distribution, CDA, water treatment, wastewater treatment, fire protection and BMS systems.

熟悉建筑系统、空调与洁净室、配电、压缩空气、供水、废水处理、消防及BMS系统。

Familiar with China environmental, chemical, hazardous waste and workplace safety requirements; ISO14001 and ISO45001 knowledge is preferred.

Ability to read and interpret engineering drawings, construction plans, specifications, operating manuals and maintenance procedures.

能够阅读和理解工程图纸、施工图、技术规格、操作手册及维护程序。

Experience with energy saving, water saving, sustainability improvement, environmental monitoring and utility capacity planning is preferred.

具备节能、节水、可持续改善、环境监测及公用工程容量规划经验者优先。

Ability to manage internal and external resources, including technicians, contractors, subcontractors, vendors and materials.

Strong problem solving, data analysis, communication, interpersonal and writing skills with commitment to quality performance.

Fluent English communication is preferred. Skilled in Microsoft Office, database management and AutoCAD.

Preferred Certificates / 优先证书

Registered Safety Engineer, Environmental Engineer or other EHS/facility related certificates are preferred.
