Job Overview
TE's HR Solutions Partners function in a variety of Human Resources activities including employment and employee relations, recruiting, termination and data analysis/metrics. They implement Human Resources policies at the country, regional or global level partnering with management to drive company-wide programs and initiatives.

Job responsibilities:
1. Lead end-to-end recruitment processes specialized in blue-collar roles, particularly technician positions, covering job analysis (aligning with technical skill requirements), talent sourcing, resume screening, technical interview coordination, offer negotiation, and onboarding follow-up to meet cross-departmental staffing needs for blue-collar and technician teams.
2. Develop and optimize blue-collar/technician-specific recruitment strategies: build targeted talent pools (e.g., skilled technician networks, vocational school partnerships), expand industry-specific channels (e.g., technical vocational school recruitment, blue-collar job platforms, internal employee referrals for skilled roles), and improve recruitment efficiency for hard-to-fill technician positions.
3. Collaborate closely with department heads to deeply understand technical skill requirements, certification needs (e.g., professional technician licenses), and on-site operational demands for blue-collar/technician roles, providing professional recruitment advice to align hiring plans with production and business goals.
4. Track blue-collar/technician recruitment metrics (e.g., time-to-hire for specialized technician roles, retention rate of skilled blue-collar staff), prepare role-specific recruitment reports, and propose optimization plans based on data analysis.
5.Ensure compliance with local labor laws (e.g., regulations on blue-collar working hours, technician safety training) and company policies throughout the recruitment process, maintaining fairness and transparency for technical and blue-collar candidates.
6.Build and maintain relationships with key stakeholders for blue-collar/technician recruitment: vocational and technical schools, industry associations for skilled workers, and passive technician candidates, to enhance the company’s employer brand among blue-collar and skilled talent groups.
Requirements:
1. Bachelor's degree or above. - Major in HR, English or Management
2. At least 3-5 years of HR recruitment experience, with 2+ years of specialized experience in blue-collar and technician recruitment.
3. Fluent in English listening, speaking, reading, and writing.
4. Proficient in using recruitment tools for blue-collar/technician roles: familiar with blue-collar job platforms
5. Strong interpersonal and communication skills.
6. Excellent judgment and problem-solving abilities.
7. Prior experience in overseas recruitment projects (especially for blue-collar or technician roles) is preferred.
8. Familiar with local and international labor laws.
