Job Overview

The BU Analyst serves as a trusted advisor and key team member within TE’s Operational Compliance team for the BU. The purpose of this role is to facilitate TE’s compliance, at the BU level, with import and export regulations globally to enhance global trade compliance, reduce risk, increase responsiveness to issues and opportunities, and facilitate effective operational aspects of international trade. This role reports into the GTS Digital Data Networks Business Unit Manager I, and is a key member of the Global Trade Services (GTS) team. As part of the GTS team, the Digital Data Networks Analyst will join a group of professionals who are passionate about ensuring the future growth of the business by providing business solutions for compliance with global trade laws and regulations.

Key Responsibilities:

  • LMW Management & Compliance:
    • Oversee and support all aspects of the Licensed Manufacturing Warehouse (LMW) operations, ensuring strict adherence to the Royal Malaysian Customs Department (RMCD) regulations and LMW license conditions (Section 65/65A of the Customs Act 1967).
    • Oversee and support LMW license applications, renewals, and amendments, ensuring all required documentation (JKDM Form No. 1, Appendix A, MIDA Manufacturing License, etc.) is in order and submitted promptly.
    • Oversee and support the requirement during audits, inspections, reportorial requirement and inquiries related to LMW activities, providing necessary documentation and explanations.
    • Ensure proper record-keeping and inventory management within the LMW, in line with customs requirements.

  • Customs Compliance & Operations:
    • Ensure full compliance with all Malaysian customs laws, other government regulations, and procedures for import, export, and local transfer activities.
    • Overseeing to ensure timely and accurate submission of all specific reportorial requirements (e.g., M1, M2, M4), to RMCD.
    • Knowledgeable in Harmonized System (HS) codes classification, Country of Origin determination and Rules of Origin( preferential and non-preferential) and customs valuation
    • Coordinate and manage customs brokers, freight forwarders, and other third-party logistics providers to facilitate smooth customs clearance and minimize delays.
    • Manage and resolve any customs-related issues, discrepancies, or challenges that arise during import/export processes.
    • Identify and resolve issues related to documentation, such as discrepancies, delays, or penalties. 
    • Stay updated on changes to Malaysian customs policies, trade agreements, and related legislation, communicating impacts to relevant stakeholders.

  • International Trade & Advisory:
    • Research and analyze international trade agreements (e.g., FTAs, ASEAN Free Trade Area – AFTA, ) and preferential trade schemes to identify opportunities for duty optimization.
    • Support the development and implementation of internal customs and trade compliance policies, and Country Regulatory Instruction (CRI).
    • Conduct internal audits and assessments of trade processes to identify areas for improvement and risk mitigation.
    • Participate in cross-functional projects related to supply chain optimization, new product introductions, and market expansion, ensuring customs and trade considerations are integrated.
    • Provide expert advice and guidance to internal departments (e.g., Procurement, Logistics, Sales, Finance) on customs regulations, import/export requirements, Country of Origin determination, and trade compliance matters.

      Requirements :
    • University Degree or above Supply Chain / Logistics Management or related discipline.
    • 3-5 years of supply chain, customs regulations, logistics, preferably with manufacturing industry.
    • Experience with SAP system is added advantage.
    • Experience with License Manufacturing Warehouse regulations.
    • Experience with communication with government authorities and stakeholders.
    • Fluency in spoken and written English, Bahasa Malaysia. Fluency in spoken and written English, Bahasa Malaysia.
    • Willing to be based at Perai, Penang.
