Job Overview
The Certificate of Origin (COO) Specialist is responsible for determining, validating, and maintaining certificates of origin for all products and materials, ensuring regulatory compliance and consistency across global processes. This role requires specialized expertise in Trade Compliance and Manufacturing. Knowledge with applying the concepts of Rules of Origin; Tariff Shift, Value Add, understanding Production Process Rules, Sets and what constitutes minor processing and ability to read and understand Engineering drawings and technical specifications and understand production processes and techniques. Should be able to work cross functionally to obtain knowledge of the parts with but not limited to: Engineering, Product Management, Supply Chain, Finance, GTS.
Job Responsibilities
COO Determination and Validation:
- Analyze and assign the correct origin for new part numbers and review existing ones to identify potential errors and risks.
- Apply specific rules (e.g., kit vs. assembly) to ensure uniformity across all sites.
- Prior experience of determining non-preferential origin of manufactured goods
Regulatory Compliance:
- Ensure compliance with international and local regulations related to certificates of origin.
- Minimize exposure to sanctions, fines, and customs related- risks.
Risk Management:
- Prevent loss of critical knowledge due to retirement or staff turnover.
- Avoid financial risks associated with overpaying tariffs due to incorrect origin designation.
- Tariff Mitigation
Cross Department Collaboration:
- Collaborate closely with Procurement, Costing, Manufacturing, PDM, and GTS teams to ensure proper integration of COO processes.
Scalability and Continuous Improvement:
- Build a strong foundation for future regional responsibilities (e.g., sustainability reporting, duty mitigation initiatives).
- Support acquisition integration through the standardization of COO practices.
Center of Excellence:
- Consolidate critical knowledge in Trade Compliance and Manufacturing into a centralized role to eliminate gaps and reduce errors.
Job Requirements
- Bachelor's degree in international Trade, Logistics, Customs, Business Administration, Industrial Engineering or related field.
- 10+ years of experience in Trade Compliance, Certificates of Origin, or related areas.
- Knowledge of manufacturing processes and tariff classification.
- Strong understanding of international trade regulations.
- Analytical skills and high attention to detail.
- Excellent communication and cross functional coordination abilities.
- Proficiency with ERP systems and data management tools (SAP, GTS, PDM).
- Prior experience of determining non-preferential origin of manufactured goods
- Knowledge with applying the concepts of Rules of Origin; Tariff Shift, Value Add, understanding Production Process Rules, Sets and what constitutes minor processing.
- Able to work with cross functional collaboration to obtain knowledge of the parts TE produces including but not limited to: Engineering, Product Management, Supply Chain, Finance, GTS.
- Ability to read and understand Engineering drawings and technical specifications and understand production processes and techniques
- Knowledge and understanding of Harmonized Tariffs (HS) Codes
