Job Overview

The Marine Purchasing Manager serves as the head of marine procurement and provides strategic leadership in procurement and supply chain management for TE SubCom’s Marine Services organization. The role will be responsible for redefining the Marine procurement operating model to implement dynamic policies, procedures, and systems which unlock value and mitigate risk. The role will provide guidance to and collaborate with Marine Management and Operational Staff ashore and at sea.

This position is to provide Strategic team leadership in procurement and supply chain management for the purchase of services, supplies, and equipment for all TE SubCom’s owned and chartered cable ships, submersibles, depots, cable jointing, cable splicing, cable kitting and test and transmission functions. To ensure on-time delivery and optimizing pricing that is consistent with quality, quantity, delivery, and terms.

What you will be doing...

  • Manage procurement team which prepares daily purchase orders for acquisition of items with a goal of controlling cost margin, vendor delivery, performance and product quality.
  • Build effective relationships with key stakeholders, including leadership, operations, logistics, finance, legal, etc.
  • Collaborate cross-functionally to identify and capture process improvement opportunities
  • Develop and sustain a functional improvement plan aligned with business priorities
  • Works with key stakeholders to make informed decisions relative to most economical procurements (e.g. local, least expensive considering shipping, bulk)
  • Makes internal customer satisfaction a top priority
  • In conjunction with finance and IT, fully exploit available systems and define future improvements, enabling effective tendering and purchase -to-pay processes, spend visibility, contract management, and performance/risk management
  • Compiles product specifications, sources product, prepare requests for quotation, analyzes results and presents recommendations to Operational Managers.
  • Communicates broadly and effectively with team to ensure best practices are known and established.
  • Conducts supplier visits, analyze on-time delivery performance and publishes results internally.
  • Identify new vendors to source best value considering price, availability, and logistical requirements.
  • Works in conjunction with quality to analyze non- conformances and to communicate with vendors to resolve any issues.
  • Reports key performance metrics and benchmarks on a monthly basis which includes Purchase Price Variances, On-Time Delivery Performance, Freight, Expedites and Shortages.
  • Work closely with Logistics, Engineering, Submersibles & Operations.
  • Assist Accounting, Logistics, Legal with required paperwork as necessary.
  • Arranges the return of rejected items and ensure transactions are processed accurately and in a timely manner.
  • Must follow all safety and quality standards at all times, including chemical handling standards, trade compliance and PPE (personal protective equipment). Ensures company and project specific EHS standards are met.
  • Develop a professional marine procurement community within the organization
  • Govern and coach purchasers in identifying and capturing market-facing opportunities
  • Provide pricing and availability for other special projects and initiatives as requested by key stakeholders.
  • Provides detailed input as requested by key stakeholders to support company productivity initiatives.

What your background should look like...

  • Bachelor’s degree or equivalent experience
  • Marine Operations experience requried
  • Degree specialized in Procurement and Supply Chain Management and/or accreditation from a reputable professional institute (e.g. CPSM or MCIPS) preferred
  • Minimum of 5 years of work experience, with 3 years of work experience in Procurement, Supply Chain Management, and Logistics.
  • Marine experience or some relevant industry background (shipping, port/marine, logistics, etc.) preferred
  • Working knowledge of IT as an enabler
  • Familiarity with continuous improvement techniques such as Lean, Six Sigma, or equivalent
  • Technical procurement skills, including:
    • Category management (strategy, sourcing, supplier management)
    • Operational effectiveness (purchase-to-pay, controls, inventory, logistics)
    • Strong Negotiation skills
    • Contracting
    • Risk management and sustainability
  • Technical competencies in understanding drawings/specifications and processes.
