Job Overview

Reporting to US/Canada Payroll Manager.  Acts independently, responsible for federal/provincial /state/local payroll tax withholding compliance in US and Canada for a large multi-state, multi-legal entity company. This position operates with minimal supervision and leads the payroll team to ensure a cohesive understanding and compliance of tax law changes. Works with ADP on the calculation, reporting and payment of tax liabilities. Resolves complex questions, special requests, issues, and tasks by taking independent action, and a high degree of initiative to research the answers. Works closely with Corporate Tax and the M&A team to ensure proper registrations are filed and legal entity changes have the proper employee withholdings and reporting applied.

Responsibilities & Qualifications

  • Subject matter expert on US and Canadian payroll tax legislation including multistate and local taxation, compliance with all employment legislation and regulatory guidelines such as: Employer Health Tax (EHT), Canada Pension Plan (CPP), Employment Insurance (EI), Income Tax, pension & benefit contributions, etc. 
  • Maintains complete understanding of all applicable federal/provincial laws related to payroll, including but not limited to garnishments, benefits and taxes. 
  • Work with acquisition team on assessing special tax implications such as need for new company setup, new states and filing for consolidated unemployment rates if merging into an existing entity.
  • Register for new state and local tax IDs and close accounts as applicable
  • Provide guidance on taxation of wages to Payroll practitioners
  • Develops and maintains administrative procedures

Payroll processing responsibilities include:

  • Partner with Global Mobility and external vendors to ensure accurate and timely processing of domestic and expat/inpat relocation and wage gross ups
  • Partner with Global Rewards/Equity Team to ensure proper taxation and timely processing of stock options and grants
  • Assist/direct payroll team on proper tax correction entry procedures
  • Processing of all quarterly adjustments and amendments

Review and coordinate the resolution of all payroll tax notices from various agencies (federal, state and local jurisdictions)

  • Communicate directly with tax agencies as well as third party vendor ADP Tax regarding tax inquiries
  • Track status of tax inquiries and impound invoices in Payroll Tax Log through resolution and review with payroll management
  • Request abatement of tax penalties

Audit and balancing responsibilities include:

  • Biweekly audit of employee tax setup to ensure tax compliance, partner with local business unit to determine HR system corrections and coordinate payroll updates with payroll team
  • Review SUI tax rates for accuracy and update payroll and UI vendor systems
  • Ensure accuracy of vendor filings for periodic, quarter and year-end tax reporting
  • Quarterly review/reconciliation of annual W-2s including special box indicators
  • Balances each payroll to summary reports and invoicing for tax deposits
  • Balances the payroll tax history reports to the quarterly Form 941 tax filings and W-2 summary reports


  • Minimum 7 – 10 years multistate, multi-entity payroll tax experience
  • CPP a plus
  • Experience working with and managing 3rd party vendor for payroll and tax filing
  • ADP Vantage (or similar platform) preferred and knowledge of ADP Smart Compliance
  • MS Excel proficient
  • Outstanding interpersonal, verbal and written communication and collaboration skills
